Under Upper Sandusky Municipal Ordinance 505.09, no person may keep or harbor a dog that creates unreasonably loud and disturbing noise through frequent barking, howling, or yelping. Water & Sewer – Combined Sewer Overflows (CSOs)

Yes. The City has combined sewer systems that carry both stormwater runoff and sanitary sewage.

A combined sewer system uses a single set of pipes to collect stormwater and sanitary sewage. These systems have existed in Upper Sandusky since the early 1900s and originally discharged directly or indirectly into the Sandusky River. In the early 1950s, the City constructed a wastewater treatment facility.
During dry weather, wastewater flows directly to the treatment facility. During heavy rainfall or snowmelt, flows may exceed system or facility capacity. To prevent basement backups, combined sewers are designed to overflow occasionally, discharging excess wastewater into the Sandusky River. These events are known as CSOs.
CSOs typically occur during periods of heavy rainfall or excessive snowmelt when the system cannot handle the volume.

The City has implemented several measures to reduce CSOs, including:

  • Facility upgrades, including expansion in 1996 to handle 3 MGD and improvements in 2008 increasing capacity to 3.5 MGD

  • Smoke testing and clean water programs, such as the Downspout and Sump Pump Program, to remove clean water connections that overload the system

  • Development of a CSO Operational Plan for Ohio EPA approval, which includes:

    • Proper operation and regular maintenance of the sewer system

    • Maximum use of the collection system for storage

    • Review and modification of pretreatment requirements

    • Maximizing flow at the treatment facility

    • Prohibition of dry weather overflows

    • Control of solid and floatable materials

    • Pollution prevention programs

    • Required inspection, monitoring, and reporting

    • Public notification for areas affected by CSOs

Safety & Community

  • Children under 4 years of age or under 40 pounds must be secured in a child restraint safety seat.
  • Children under 8 years of age, unless they are at least 4 feet 9 inches tall, must use a booster seat.
  • Children ages 8 to 15 must use a seat belt.

Under Upper Sandusky Municipal Ordinance 509.09, the curfew for minors is:

  • Monday–Thursday: 11:00 PM to 4:30 AM
  • Friday–Saturday: 12:00 AM to 4:30 AM
  • Sunday: 11:00 PM to 4:30 AM

Within city limits, residents may burn clean, seasoned firewood or equivalent material, provided the stack does not exceed 2 feet high by 3 feet wide.

Agricultural waste or plant matter may only be burned if:

  • The burn site is more than 1,000 feet from a neighbor’s inhabited building, and
  • The Ohio EPA is notified in advance.

The following materials may not be burned:

  • Land-clearing waste
  • Residential waste

Yes. Most new construction requires a zoning permit before work begins, including:

  • Fences
  • Pools
  • Decks
  • Sheds or detached garages
  • Other accessory buildings
  • New residences
  • Additions to existing structures

Zoning permits are generally not required for repairs such as roofing, siding, windows, or interior renovations.
