Combined Sewer Overflow (CSO) Public Notification – City of Upper Sandusky

The U.S. Environmental Protection Agency (EPA) finalized the Public Notification Requirements for Combined Sewer Overflows to the Great Lakes (CSO Public Notice Rule) on January 8, 2018. This rule requires communities in the Great Lakes Basin to notify the public when combined sewer overflows (CSOs) occur. The rule became effective February 7, 2018.

The City of Upper Sandusky, located in Wyandot County, operates a wastewater treatment plant (WWTP) at 155 Indian Mill Drive. The WWTP is permitted under the NPDES program (US EPA Permit OH0020001, Ohio EPA Permit 2PD000039) and discharges to the Sandusky River.

The City’s sewer system includes eight combined sewer overflows that discharge to the Sandusky River and its tributaries. To comply with federal and state requirements, the City has developed a CSO Notification Plan to keep residents informed.

• Updates on the City website
• Alerts via social media
• Notifications through local news outlets
• Posted signs near affected areas

Notification Content:

• Date and time of the overflow event
• Location of the overflow
• Estimated discharge volume, if available
• Safety recommendations for swimming, fishing, or other water contact

The City keeps records of all CSO events and notifications for at least five years. This plan ensures residents can take necessary precautions during CSO events.
